Both legendary tower guardians are on Navel Rock — a special event island in the Sevii Islands. Reaching it originally required the MysticTicket event item distributed by Nintendo.
The Rainbow Pokémon — found at the top of Navel Rock. Fire/Flying legendary with massive Special Attack.
The Diving Pokémon — found in the depths of Navel Rock. Psychic/Flying with legendary bulk and Aeroblast.
Important context: Navel Rock requires the MysticTicket — a Nintendo event item distributed via Mystery Gift at GameStop events and Nintendo Wi-Fi in 2004–2005. These events have permanently ended. Players on original hardware can no longer get the ticket through official means. See below for modern options.
The MysticTicket was received via Mystery Gift — either at a Nintendo event location or through Wi-Fi distribution. On the Nintendo Switch version of FRLG (2026), check if Nintendo has made the MysticTicket available through current Mystery Gift distribution.
On the original GBA version, go to any Poké Mart and find the Mystery Gift clipboard on the counter. Fill it in with the phrase "LINK TOGETHER WITH ALL" to unlock the Mystery Gift option in the main menu. This step isn't needed if you have the ticket already.
With the MysticTicket in your Key Items, go to the Vermilion City harbor (the S.S. Anne dock area) and talk to the sailor. He'll recognize the ticket and offer to sail you to Navel Rock — an island not accessible otherwise.
Navel Rock has two paths from its entrance. The upward path leads to Ho-Oh at the summit (level 70). The downward path leads to Lugia in the underwater depths (level 70). You can catch both on the same visit — just complete one path, then return and take the other.
Ho-Oh is Fire/Flying. It's weak to Rock (4×), Water, and Electric. Use Rock Slide or a Water move to lower its HP quickly, then False Swipe to 1 HP and apply sleep. It knows Sacred Fire, which can burn — bring Burn Heals.
Lugia is Psychic/Flying with enormous Special Defense. Use Thunderbolt or Ice Beam for super-effective hits, but don't go too hard — it has massive HP and Sp. Def. False Swipe to 1 HP is safe. It knows Aeroblast, which crits often, so bring max HP Pokémon.
Nintendo Switch (2026): If you're playing the re-release, check the in-game Mystery Gift menu first. Nintendo may have distributed the MysticTicket digitally for the Switch launch. This is the cleanest option if available.
On the original GBA version or on emulators, players use Action Replay / GameShark codes to add the MysticTicket directly to inventory. This is the most common method used today since the official events ended in 2005.

Enter this as a GameShark code, then check your PC box or bag — the MysticTicket should appear in your Key Items. Note: cheat codes vary by game version and emulator. Always verify the code for your specific setup.
